Depends on the league, tournament, rules.

For example, in ESWC, we were told to put con_color at default but we could use our own config.cfg so some players like ceh9 if I remember right or Fyrrte had a con_color of their own.

Some admins don't care about s*** like that so I think it's quite the same about crosshair_color.

But, the modifications don't have to be able to be assimilated to cheat. It's the only thing you've got to keep in mind.

its legal it doent depend on the league well thats wath i remember. that u can use the color that you wanted

Some leagues don't allow you to change any setting that is not in the GUI. In order to set your crosshair to white or black, you've got to use the console and some leagues won't let you change anything with the console.

You need console to change your crosshair colour................... not!

You can set it in your config.cfg directly, so, you would avoid using the console.
