I have the feeling (and its just a feeling) that Fear needs other players to make real team out of.

Well copying his old Team will not do it either

He had young pieces there that just could follow his system.
I dont think Blame and Krimz would do that. So why get an IGL who builds system and then not give him players to do that?

Lets  wait even more for some chance on a real tournament.
